CD Management Team – Position Descriptions

  1. Associate Superintendent of Education and Administration

    The Associate Superintendent is directly responsible and accountable to the Superintendent of Schools for the following assignments:

    • Providing overall direction and supervision for all school programs in support of the system mission
    • Contributing as a supportive member of the senior management team of the organization
    • Providing leadership, development and supervision of a team of program support personnel
    • Additional duties as assigned by the Superintendent

    Specific duties related to overall direction and supervision for all school programs include:

    • Leadership, monitoring and supervision of centralized instructional support programs
    • Leadership, monitoring and supervision of pupil record keeping, progress and attendance.
    • Leadership, monitoring and supervision of all school based instructional programs
    • Leadership, monitoring and supervision of the centrally coordinated student programs
    • Liaison with other agencies including Alberta Education as required for the assignment
    • Leadership and co-ordination of teacher and teacher assistant in-service programs
    • Budgetary responsibilities consistent with these assignments

    In discharging this assignment it is expected that the incumbent will model leadership qualities consistent with those required to develop an excellent learning organization.

  2. Associate Superintendent of Business and Finance

    The Associate of Business and Finance is appointed by the Board in accordance with the School Act, section 116. The incumbent is responsible to the Board, through its chief executive officer, the Superintendent of Schools, for the following duties:

    • Providing leadership, development and supervision of Information Technology departments
    • Assuming the roles of a secretary and treasurer for Fort McMurray Public School District
    • Providing overall direction and supervision for all district business and finance in support of the system mission
    • Providing overall direction and supervision for the operations and maintenance department.
    • Providing leadership, development and supervision of the student transportation system
    • Contributing as a supportive member of the senior management team of the organization
    • Additional duties as assigned by the Superintendent of Schools

    Specific duties related to overall direction and supervision for the secretary treasurer function

    • Acting as the bonded agent of the Board with signing authority in all legal and financial matters
    • Exercising leadership, monitoring and supervision of all District business and financial matters
    • Acting as the key communicator regarding all legal matters affecting District operations
    • Directing the development and implementation of the annual and long range budget cycles of the District
    • Interpret Employment Agreements and support Human Resources and Finance staff
    • Assuming responsibility for the purchasing function of the District
    • Directing, organizing and supervising the Student Information System (SIS)
    • Participating as a key member of the contract negotiations teams of the Board
    • Exercise leadership over district Risk Management Program
    • Advising and assisting the Board and Superintendent in the governance of system, policies and local school district elections
    • Acting as the designated FOIPP officer of the Board
    • Directing the development and implementation of the Annual Capital Plan

    In discharging this assignment the incumbent will model effective leadership required to support an excellent learning organization and will expect the same of all other employees in a direct reporting relationship.

  3. Associate Superintendent of Human Resources and Administration

    The Associate Superintendent is directly responsible and accountable to the Superintendent of Schools for the following assignments:

    • Assuming the role of Chief Deputy Superintendent, which would include the responsibility of acting in the place of the Superintendent in the event the Superintendent cannot perform his or her duties as the result of an emergency or on a short term basis until either the Superintendent returns or an Acting Superintendent is appointed.
    • Providing overall direction and supervision for the Human Resources Department
    • Contributing as a supportive member of the senior management team of the organization
    • Additional duties as assigned by the Superintendent

    Specific duties related to overall direction and supervision for human resources

    • Recruitment. selection, orientation, evaluation and assignment of new staff
    • Management of annual lay off and recall of support staff
    • Administration of support staff job classification system
    • Development and maintenance of human resources policies and practices that are consistent with relevant legislation, regulations and collective agreements
    • District Wellness Program
    • Preparation for and participation in negotiations for collective agreements
    • Liaison with the Alberta Teachers’ Association and Canadian Union of Public Employees
    • Supervision of the administration of benefits programs
    • Budgetary responsibilities consistent with these assignments
    • In discharging this assignment it is expected that the incumbent will model leadership qualities consistent with those required to develop an excellent learning organization.
  4. Director of Plant Operations

    The Director of Plant Operations is directly responsible and accountable to the Superintendent of Schools or designate for the following assignments:

    • Ensuring the provision of safe, secure and well maintained facilities and grounds for use by the organization
    • Assuming direction, development, supervision, evaluation and contract authority regarding custodial and maintenance services personnel
    • Contributing as a supportive member of the senior management team of the organization
    • Coordinating facility planning for the district
    • Providing leadership to the district on Occupational Health & Safety

    Specific duties related to overall direction and supervision for operations and maintenance:

    • Representing the District on relevant land and facility committees/organizations, both locally and at the provincial level
    • Assisting in the development, application and management of relevant employee contracts, including union contracts
    • Assuming overall project management of construction contracts undertaken by the District
    • Assuming budgetary responsibilities consistent with these assignments
    • Additional duties as assigned by the Superintendent or designate

    In discharging this assignment it is expected that the incumbent will model leadership qualities consistent with those required to support an excellent learning organization and will require positive co-operation from the custodial/maintenance team.
