Local Authorities Pension Plan

Background

The District believes in the benefits of participating in the Local Authorities Pension Plan.

Procedures

  1. All eligible, non-teaching employees shall belong to the Local Authorities Pension Plan, and all non-teaching supervisors and management staff. 
  2. Local Authority Pension Plan regulation and guidelines take precedence over District policies and procedures. 
  3. All new employees become eligible to enroll in the Local Authorities Pension Plan after working for the District for the lesser of 1 year or 1820 hours for those employees whose fulltime regular work week is 35 hours per week, 1950 hours for those with a fulltime work week of 37.5 and 2080 hours for those with a 40 hour full time work week, including hours worked on a part-time, temporary or a contract basis, in the current school year (September 1 to August 31). 
  4. Contract, casual or temporary employees are not eligible to enroll in the Local Authorities Plan. 
  5. To be eligible to enroll in the Local Authorities Pension Plan, individuals must be employed for a minimum of 30 hours per week.
  6. To recognize the results of the Order in Council creating the District, all part-time employees who were employed and enrolled in the Local Authorities Pension Plan on September 1, 1995, shall continue to be enrolled in the Local Authorities Pension Plan. 
  7. All members of CUPE Local 2545 employed by the District on September 1, 1995 and enrolled in the Local Authorities Pension Plan on September 1, 1995, will maintain their Local Authorities Pension Plan eligibility.  The LAPP’s eligibility provisions shall still take precedence over this Administrative Procedure. 
  8. Employees who were eligible and enrolled under the Local Authorities Pension Plan, but had their hours reduced by the employer to a level which would otherwise make them ineligible under this Administrative Procedure, shall maintain their L.A.P.P. eligibility as long as their hours do not drop below 15 hours per week.  Employees who, of their own choice, reduce their hours to a level, which makes them ineligible for L.A.P.P. under this Administrative Procedure, shall adhere to the terms of this Administrative Procedure and shall be ineligible for continued enrollment in L.A.P.P. 
  9. The Associate Superintendent, Business and Finance shall report annually employees who are on long- term disability, workers’ compensation or leaves of absence.
